Trump’s Infrastructure Plan Counts on States to Do Heavy Lifting


The Trump administration’s new initiative to improve the nation’s infrastructure represents a gamble that a small monetary nudge and a smoother regulatory path will be enough to spur cities and states to do big things.

In the plan to be announced Monday, the White House will ask Congress to dedicate $200 billion over the next decade to improvements for roads, bridges, airports, water projects and digital networks.
